The Telecom Regulatory Authority of India (TRAI) has put forward a recommendation to mobile network operators to adopt Calling Name Presentation (CNAP) as a solution to tackle the rampant issue of spam, fraud, and robocalls. CNAP, if implemented, would provide users with accurate caller identification, aiding in the reduction of unwanted calls plaguing consumers.

TRAI's suggestion comes in light of the growing concern over the high volumes of unwanted calls, which often lead to users missing genuine calls amidst the clutter. The regulatory body highlights the need for a reliable solution, as existing third-party applications offering similar services are deemed inadequate due to their reliance on crowd-sourced data.

The recommendation extends to ensuring that all devices available in India incorporate the CNAP feature post a specified cutoff date, with TRAI urging the government to issue appropriate instructions in this regard. Furthermore, TRAI proposes allowing subscribers with bulk or business connections to present their preferred name instead of the one mentioned in their Customer Application Form (CAF).

The genesis of TRAI's recommendation lies in the Department of Telecommunications (DoT) initiative, which sought the regulator's views on introducing the CNAP facility earlier in March 2022. Concurrently, the government has taken steps to address the issue comprehensively, forming a committee to draft guidelines aimed at curbing pesky, promotional, or unsolicited calls that infringe upon consumers' right to privacy.

Led by Consumer Affairs Secretary Rohit Kumar Singh, the committee's formation underscores the government's commitment to addressing consumer grievances surrounding unwanted calls. Through collaborative efforts between regulatory bodies and government entities, the aim is to establish effective measures that safeguard consumers from the nuisance of spam calls while upholding their privacy rights.
