In a significant move, the Law Commission of India has once again invited public opinions and inputs on the Uniform Civil Code (UCC). The UCC aims to establish a common set of laws governing personal matters for all citizens, regardless of their religion. A public notice issued on June 14 has requested comments through an online link or email within the next month. This development holds importance as the UCC is considered a key agenda for the Narendra Modi government ahead of the 2024 general elections.

Currently, personal matters such as marriage, divorce, adoption, inheritance, and succession are governed by different laws based on religious affiliations. The UCC intends to replace these diverse personal laws with a unified code applicable to all citizens. Several BJP-ruled states have already initiated their own commissions to study the feasibility of implementing the UCC.


The 22nd Law Commission of India, responding to a reference from the Ministry of Law & Justice, is now examining the subject of the Uniform Civil Code. The 21st Law Commission had previously sought stakeholders' views through questionnaires and public appeals, receiving overwhelming responses. A consultation paper on "Reforms of Family Law" was issued in 2018. However, considering the passage of time, the relevance of the subject, and court orders, the 22nd Law Commission has decided to reexamine the issue and gather fresh perspectives.


Interested individuals and recognized religious organizations are encouraged to share their views within 30 days by using the provided online link or emailing the Law Commission of India. Stakeholders may also submit their submissions in the form of consultation, discussion, or working papers related to the UCC. The Commission remains open to personal hearings or discussions if necessary.


The public notice emphasizes the significance and importance of the Uniform Civil Code, acknowledging the relevance of public participation and the need for comprehensive deliberation on this subject. With the UCC being a prominent electoral promise, its potential implementation has garnered attention as it aligns with the government's previous steps, such as the abrogation of Article 370 and the upcoming construction of the Ram temple in Ayodhya.
