The US State Department approved a $3.9 billion drone deal with India, overcoming concerns related to the alleged Pannun assassination plot. In a significant development, the US State Department approved a $3.9 billion drone deal with India, marking a pivotal moment in bilateral relations. Senator Ben Cardin, Chair of the Senate Foreign Relations Committee, revealed that the agreement faced extensive deliberations concerning the alleged plot to assassinate Khalistani terrorist Gurpatwant Singh Pannun.

The deal involves the sale of 31 MQ-9B armed drones to India, strategically benefiting the Indo-Pacific region. The drones, categorized as High Altitude Long Endurance (HALE) UAVs, include 15 SeaGuardian drones for the Navy and eight each of the land version – SkyGuardian for the Army and the Indian Air Force. This initiative aligns with the Biden administration's commitment to fostering a robust partnership with India.

Cardin, despite acknowledging the deal's importance for US national security, expressed reservations about its timing due to the Pannun plot. The Biden administration, however, assured Cardin of India's dedication to investigating the matter thoroughly. Cardin emphasized the need for a partnership based on mutual trust and respect, highlighting the role of the US-India alliance in maintaining Indo-Pacific stability through mechanisms like the Quad.

For the deal to proceed, a Congressional nod is necessary, and a Letter of Approval (LOA) will be sent to India after a 30-day waiting period. Price negotiations will follow the formal notification. The deal, crucial for India's maritime security, provides outright ownership and a significant increase in the number of aircraft, offering enhanced capabilities compared to the current lease.

The MQ-9B drone's versatility spans maritime surveillance, anti-submarine warfare, and over-the-horizon targeting. Notably, the drone has historical significance, having been employed in the missions that led to the demise of al-Qaeda leaders Osama bin Laden and Ayman al-Zawahiri.

Leaders of foreign affairs committees play a pivotal role in scrutinizing major arms deals and addressing concerns related to human rights and diplomatic issues. The deal faced scrutiny due to the involvement of Nikhil Gupta in the foiled plot, resulting in charges and extradition proceedings. As the deal progresses, it marks a milestone in the evolving US-India strategic partnership.
