Kamlakar Shenoy, Who Discovered the 40,000 Crore MHADA Fraud

An activist from Mumbai named Kamlakar Shenoy discovered massive housing fraud involving political parties and builders. Shenoy has persisted in his fight for justice and exposure of wrongdoing in the face of challenges and opposition. Kamlakar Shenoy, a 65-year-old activist and hotel owner from Mumbai, was taken advantage of in a real estate transaction. This encounter led him to look into a scandal involving at least Rs 40,000 crore (about $5.4 billion), in which the state government gave builders an additional floor space index (FSI) as an inducement to renovate ancient structures. Shenoy looked into the subject of builders not turning over the surplus area of rebuilt homes to MHADA after having personal experience with a developer. He had trouble getting information from MHADA officials since they weren’t cooperative because they might have been implicated in the scheme themselves. Based on the quantity of surplus area that should have been turned over to MHADA and the market value of that area, Shenoy estimated the extent of the swindle. Along with political favoritism, the scheme also implicated engineers and administrative staff from MHADA and the Repair Board. The government has made an effort to normalize the situation by requesting payment from the builders at ready reckoner prices, but Shenoy objects to this strategy because it does not accurately reflect the market value of the apartments. In an effort to have FIRs filed against the scammers, Shenoy has initiated legal action. Shenoy’s efforts have not always received backing from the government or courts. Shenoy disagrees with the government’s proposal to pay contractors at ready reckoner rates, contending that they shouldn’t be rewarded for defrauding the government and that the real market worth of the apartments should be used instead.
