Central Government Imposes Restrictions on Laptop, Tablet, and PC Imports

In a significant move, the Directorate General of Foreign Trade, under the Ministry of Commerce and Industry, has announced immediate restrictions on importing laptops, tablets, all-in-one personal computers, and ultra-small form factor computers and servers falling under HSN 8741. The measure aims to regulate the inflow of these electronic items into the country.

 

According to the notice issued by the government, importers will now require a valid License for Restricted Imports to bring in laptops, tablets, and personal computers.

The Indian government has announced restrictions on the import of laptops, tablets, and personal computers under HSN 8471, requiring a valid Licence for Restricted Imports.


However, the restriction does not apply to items imported under Baggage Rules, as amended occasionally. Furthermore, individuals can import one laptop, tablet, all-in-one personal computer, or ultra-small form factor computer, including those purchased from e-commerce portals, through post or courier without an import license.

 

The government has exempted certain imports from the licensing requirements to facilitate research and development activities. Importers can bring up to 20 laptops, tablets, all-in-one personal computers, or ultra-small form factor computers per consignment for R&D testing, benchmarking, evaluation, repair and re-export, and product development.

 

However, a critical condition for availing of this exemption is that the imported goods must be used solely for the stated purposes and cannot be sold within the country. After fulfilling their intended objectives, these products must either be destroyed beyond use or re-exported.


PC Imports
The government has exempted certain imports from the licensing requirements to facilitate research and development activities


It's important to note that the license for restricted imports will not be required to repair and return the said items. Additionally, laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers that are essential components of capital goods will be exempted from the import licensing requirements.

 

While these new regulations aim to streamline the import and usage of electronic devices, importers must also adhere to applicable duties as part of the import process.

 

This decision by the Indian government comes as part of its ongoing efforts to balance trade and manage the inflow of goods, especially in the technology sector.
