Absence of an IPS Officer on the day of national importance fussed out the authorities in anger. Chahal, was dismissed from his post of SSP of Chandigarh, for the “authentic charge” of serious misconduct. He has been prematurely sent back to his home town after the charge against him sanctioned by the UT Administrator-cum-Governor Punjab, his dismissal from the post is a heartburn for the Officer. While every other officers and high officials attended the function, presided over by the governor, Chahal excused himself with a leave on 25th and 26th of January due to his personal work. Kuldip Singh Chahal, was promoted to the rank of DIG and appointed as Commissioner of Police (CP) in Jalandhar on January 22, 2023. When reporters asked him about the leave, he answered that he took leave because of his urgent personal work. He further added that the charge of CP was with the link of IG (Inspector General) of the range. Controversy on the leave sanction of Kuldip Singh Chahal One of the senior serving officer argued that the leave sanctioning authority cannot deny casual leave to the employees. Leaves are the basic right of the employees. The supreme court has also laid down in various judgements that the authorities cannot deny casual leaves of the employees. No authority is empowered to detain leaves of employees working for the government of India. Another retired officer mentioned that casual leave of an employee is not a right , it’s a privilege. But in case of national emergency or importance, the authorities empowers to deny the leave and extend it to further dates. “If leave cannot be denied then where is the need to sanction it? A simple application should be enough. When it is said that the leave sanctioning authority has allowed the application, it implies that the same authority is empowered to disallow it,” explains the officer. However, taking leave on the day of national importance deliberately depicts that the officers is avoiding facing and saluting the governor. The inquiry on Chahal ‘s misconduct is still on count, it remained suspicious whether the officer will be shunted out of Chandigarh or will remain suspended from his post.
