On Wednesday, the Aam Aadmi Party (AAP) accused the Mumbai Metropolitan Region Development Authority (MMRDA) for a scam involving $1 Billion under the allotment of Project Affected People (PAP) Units for Mumbai Metro 6 project. After conducting meticulous research, AAP attempted to assert that an unmissable pattern in Metro-6 PAP allocations in Mumbai has emerged.  Scam Involving 1 Billion Scam Involving 1 Billion According to AAP officials, the method for allocating Project Affected People (PAP) Units contains qualifying criteria, based on which a survey of existing vertical structures on the Metro 6 work site was conducted. Rachana Indurkar, Deputy Collector and Chief of the Social Development Cell - MMRDA surveyed Metro 6 and has been considered as the "conspirator behind the PAP fraud". Preeti Sharma Menon, AAP President in Mumbai, revealed that 114 fake ghost structures were added to the list of eligible structures in only one Metro-6 project. "This partnership is backed by Chief Minister, Eknath Shinde. Shinde has worked as Maharashtra's Urban Development Minister since 2014 and MMRDA reports directly to him. Even in his own constituency, Thane Vartak Nagar Metro Line, roughly 85 fake allotments were done using the same approach”, Menon added. Menon asked for a court-monitored investigation to be started to expose large-scale corruption. MMRDA has granted around 65,000 PAP Units for various infrastructure projects till date, out of which approximately 2,000 PAP Units are fraudulent.
